Revoking and cancelling bulk creds

No current way to do this in bulk

Describe the solution you'd like
Implementation: trigger emails in bulk when creds are revoked in bulk alerting students that cred has been revoked and that can no longer be collected, but also provide new link to collect new cred.

New status for each cred would need to be added. A bulk upload would require changing the status to cancelled.

Question: Is auto re-issuing doable, or are some creds revoked indefinitely?
