Sequence Panel: Adding event listeners to annotations on multiple canvases

@abrin @stephenwf I have been looking at this for some time and I believe there is an underlying issue -- potentially similar to how makeChoice only applied to the first canvas in a sequence.

I've tried many different variations, including add event listeners on the annotation, using vaultEventsHelper, and trying to target the annotations for events outside sequence panel altogether.
