Tile 22063 contaminated by sky residuals

The bright-time tile was observed on 20250113 and 20250121. The exposure on 20250113 has very bad sky residuals (see below) and should be marked as bad and reprocessed.

Moreoever, another bright tile, 26561, observed on 20250113 has similarly terrible sky residuals. I think the exposure should be marked as bad as well.

The above exposures had very low survey speed: EXPTIME/EFFTIME_SPEC of 15 and EXPTIME/EFFTIME_ETC of 30-40.
