Make sure updated sky monitor gets installed at KPNO #202

Updated sky monitor code is now in desietc, but we haven't activated this code at KPNO. We need to make sure this gets activated and that the calibration matches expectations going forward.

@schlafly or @dkirkby, this ticket has been sitting with no activity for months. Has desietc been installed at KPNO before, or is this a complete replacement? I can try helping out but I don't know where the existing sky monitor code lives.

This was a ticket someone asked me to file to track whether we had turned on Henri's improvements to the sky monitor flux estimates. For a while that code had been installed but not enabled; I don't know the current status.
