Please help describe the data/spectra files

There appear to be only two types of files in the data/spectra directory: spec- and sn-spec-. Is it safe to assume that all files of a given type have the same format? Is there a document (e.g. in DocDB) that describes all these files?

This directory also contains one of the duplicate KPNO files (#8) and a couple of README files (#47) that should be moved to more high-level documentation (such as the data model).

Fold this into a "remove ancient cruft from desimodel" ticket. In principle the big, old psf files could be removed as well.
