This is an overview task for the MVP of Nebula.

Specifications
- Agree on Data Format, e.g Data Package Standard + Extension, see Discussion Basis on dataformat branch
- Describe the API for the registry based upon gRPC
Implementation
- Implement the registry based upon tokio, hyper and tonic
- Implement the nebula CLI tool as client for the registry based upon clap
Deployment
- Provide a docker container as deployment of the registry
