bin/bootstrap can fail but cannot be resumed

When deploying barcelona via the bin/bootstrap script, it is possible that this process can fail due to network errors or mistakes in configuration. There is no way to restart this process, and the way to recover from it is to manually delete all the cloudformation stacks created so far.

If attempted to restart with the same parameters, bin/bootstrap fails with the StackAlreadyExists exception.
