deegree budget 2023

The OSGeo project deegree requests to OSGeo Foundation a total budget of 2000 USD for the year 2023.
The money is intended to cover the following costs:
- Code sprint to prepare deegree webservices v3.6 with JDK 17 support (issue https://github.com/deegree/deegree3/issues/1375)
- Code sprint to finalize and release deegree OGC API v1.3 (issue https://github.com/deegree/deegree-ogcapi/issues/71)
- Code sprint to improve the build system with better integration of the official OGC CITE tests (see issues https://github.com/deegree/deegree3/issues/773, )
