Move SOAPWMS schema extension to correct location to allow automated distribution #1777

Currently, the schema extension is residing in the src/test/resources at https://github.com/deegree/deegree3/blob/main/deegree-services/deegree-services-wms/src/test/resources/org/deegree/services/wms/controller/capabilities/soapwms.xsd
The TMC discussed this topic and came to the result that the schema file should be finally located at https://schemas.deegree.org/core/3.5/services/wms/extensions/soapwms.xsd.

This issue is an extension to #1771

Required tasks:

move the source file to src/main/resources/META-INF/schemas/.... for packaging
correct the unit test
deploy the schema at the correct location (run the schemas job on the buildserver)
