While this didn't fix the issue for me (certain apps still prevent the taskbar from being accessible, like the Epic Games Launcher), I somehow found a workaround that I'm surprised I didn't figure out far earlier.
Even though the taskbar is not normally accessible, it will show up when I press the windows key along with the start menu of course. That's something I knew, but the problem was that I still couldn't interact with the system tray. Clicking on it in that state would just hide the taskbar behind the app again. What I now learned however is that double clicking it quickly while it's in the process of moving down and then hiding behind the app, it will actually come back up and allow me to interact with the system tray!
While this isn't a smooth solution by any means and I wish they'd just fix these bugs, at the very least basic functionality is restored for me without having to minimize one or several windows when I don't want to
