Let's write an ADR and review the final packaging strategy for the Adapter Testing Framework strategy.

The current art (main branch status quo, as of #4948) is that we'll be releasing a package named dbt-tests-adapter to PyPi any time we release dbt-core and dbt-postgres, in version lockstep.

There were some disagreements captured in the previous issue. Let's make sure we've thoroughly considered all pros/cons of our packaging strategy, with consideration for both development/contribution + release workflows.
