Set password function doesn't work if contact info missing and the password has already been set at least once

Expected Behaviour

The set password function works regardless as to weather the contact information has been set.

Current Behaviour

The set password function doesn't work if the contact information is missing + the password has already been set

Steps to Reproduce

1. Go to Fabrica test
2. Reset password for Consortium Org: DCIJ (notice the password has already been set. This will not work for a new account for which the password has never been set)
3. Go to email and follow set password link
4. Enter password
5. click Submit
6. Nothing happens
