Add ability for rust uniwig to create wiggle files from .bam files

We would like to replace bamsitesToWig.py in PEPATAC with a rust implementation of uniwig such that we will create wiggle files from .bam files.

Currently bamsitesToWig.py final output is a .bw file. We probably will not be able to add this just yet to gtars, so we will settle for creating .wig files and do a secondary conversion step to .bw files via the PEPATAC pipeline.
