Perhaps the useful would be to have and announcements, questions, clarification component of any assignment? see https://piazza.com/.

partly done with the twitter-like feed I just did, but only teachers can make posts. @PsychicNoodles's message board idea would be a way to implement this

Unless we were to use Piazza which looks pretty cool on its own.
