"Open issue on Github" won't copy the plan #692

Describe the bug

User pastes a plan
The plan does not parse and get the error message suggesting to open the issue
The user clicks on "Open an issue on Github"
The issue is opened without any plan

Expected behavior

The plan should be transmitted directly into the issue. Or at least the plan URL.

I have no idea is this is as trivial as it sounds, I would understand a "won't fix".
