BTW: the HTML outline is never used so I wouldn't be upset if you just delete that altogether. |

In the outlines tab:
Provide separate scroll views for the TOC Outline and the Headings Outline
When trying to ensure that the TOC matches the Headings outline having these be separate vertical scroll areas will allow us to keep in sync the TOC item with the Headings item as these can be skewed if there are additional heading items provided that is not in the TOC which then makes it difficult to check the ordering as the item in the TOC which matches the Heading is off the screen.
