I'm imagining there are a few cases here:

results are always public,
results are revealed when the user has voted,
results are revealed publicly when the vote has finished,
results are revealed privately when the vote has finished,
results are always private

Not sure how to make that super-clear in the poll#create UI, but maybe it doesn't need to be super clear just yet.
