tui: context menu for stopped workflows bug

Description

On the tui menu if I navigate to a stopped workflow and hit the 'right' arrow on my keyboard to see the detail of the workflow I see workflow is not running then if I navigate to that message (hit down on my keyboard) and select it with enter to bring up the context menu then select any of the options, for example play. I get an error message

Im guessing it shouldn't be possible to navigate to the workflow is not running message, or be able to open the context menu from there.

Good spot, can presumably be replicated on 8.4.x?

Preventing navigation is hard, but either preventing the overlay from opening, or just changing the context to the workflow the message relates to should be easy enough.
