Quick access change of video playback resolution has no effect #1987

Changing the playback resolution via the settings > quality > playback quality has no effect on the playback resolution.

Sounds like this dialog is missing CI coverage in the FE tests.

Upon testing this it seems to work and potentially a high frame rate was being used during playback (which would make it appear to "do nothing"). Closing pending reproduction steps.

The issue is the UI selector doesn't respect the 4x speed-limit on on-demand playback (for hot changes)
