Google Docs viewer is capable of embedding stuff from external URLs. For example, it'd be great to embed WP-hosted PDF-s with this.

Perhaps https://github.com/cuny-academic-commons/google-docs-shortcode/blob/master/gdocs-shortcode.php#L159 could be relaxed?

I'll think about it, but you might be better suited to use another plugin like Embed Any Document:
https://wordpress.org/plugins/embed-any-document/

It's more straightforward than having to rely on a shortcode syntax that is specific to Google Drive.
