Guide to installing and using Windows WSL for the Test Suite #109

It was decided to make available Bill Rose's guide to installing and using Windows WSL 2 to build the Test Suite on the Deploy page for those who wish to go that route. Suitable links to, and disclaimers as may be deemed necessary may accompany it. I would suggest the Guide be reviewed and modified if necessary before posting it although it has been successfully followed to do a complete install of the required elements (WSL 2, Linux/Ubuntu, Git, and the Test Suite components) to build and run the Test Suite. A suggestion as to placement would be to add a link to it in the main ReadMe for building the Test Suite in the section where Linux/Windows WSL 2 is mentioned as an option.

I have made changes to the installation instructions. I'll post a new version later today. Additional changes may come in several weeks but they will depend on the work I am doing with Mike on video instructions since we may want to add links to the WSL deploy instructions. Additionally, please note Yan's comment on an error in the deploy instructions for setting up the proxy using netsh. I made the changes in the WSL instructions I will be sending later today.
