Admin must be able to see, edit and complete a job advert in draft status

Currently a job ad, which has not be submitted cannot be seen, edited or completed by the Admin. This must be changed, so that e.g. the customer service can help a customer completing his/her job ad.

An admin can impersonate a customer and complete his/her job ad.
But we should add Drafts simply to the search box.
