A subpasta https://github.com/CSSEGISandData/COVID-19/tree/master/csse_covid_19_data/csse_covid_19_time_series é a fonte real usada pela API do NovelCOVID/API, e os dados estão explicitamente disponíveis para uso acadêmico.

Para os casos ativos (não o histórico por região), o NovelCOVID/API aparentemente faz web scrapping de https://www.worldometers.info/coronavirus/.

Esse ponto de questão aqui é sobre ao menos citar o CSSEGISandData/COVID-19.

Em https://data.humdata.org/dataset/novel-coronavirus-2019-ncov-cases os CSVs que tem a descrição Data converted from wide to narrow form (Date and Value columns) with HXL hashtags added estão no padrão perfeito para ser documentado com datapackage.

Pode valer a pena usar eles e no README.md documentar que existem outros.
