[FEATURE] Commant & UNBAN TAB in sa_bans

Commant & UNBAN TAB in sa_bans to show on website to admins only to those who have at least a flag not players... helps so other admins see why the player got unban or if they have smth to notice other admins in the comment tab

There's an sa_unbans and sa_unmutes table.
Would be better if using that, bcs its existing..

i meant unban reason it is as table in sa_bans and comments but it doesnt show on website
