Add path/out flag to generate-register-attestator-json

Currently, the generate-register-attestator-json command outputs the registration JSON to std out, but there should be an optional flag to allow for creating a file at a specified location (instead of writing it out to the console).

If the flag is used, the output should instead state that the file was written to the location.
