Upgrade error: SetIndex requires index to not be set

I was trying to add a new module (wasm) by software upgrade (SDK v0.50) and I get this issue
ignite/cli#4140
This test is from a new clean chain started in SDK v0.50

Can you take a look please? 🙏
I put here because we think is related to IBC capability module; maybe not a bug in the IBC stack but a bad implementation in our side.

In other different test, when I make the same upgrade (add wasm) in SDK v0.50 to a existent chain that have been migrated previously from v0.47 to v0.50 I don't get the error SetIndex requires index to not be set but I get AppHashes (forks) which is worse (ignite/cli#4141)
