IBC Metrics

ibc-go uses telemetry to emit various metrics, both for core IBC and the applications we host. ibc-go is also built more as library rather than an end to end product, thus making it difficult to gauge what metrics may or may not be useful.

I'm opening this discussion as a centralized place to gather feedback on the existing metrics we expose and to accumulate feedback on metrics we could possibly add. Interchain accounts will soon be included in its own release and to the best of my knowledge currently contains no metrics, the same goes for relayer incentivization.

Who is currently using metrics? For what purpose? What do we want to measure and why? What metrics are within our capabilities to measure and which are not?
