Extract uncompleted steps from #17786

BaseAccount & x/accounts

• Address Scheme feat(accounts): Decide on address creation scheme #17516 [audit]
• Add migration message to migrate x/auth account to x/accounts
• Make auth check also for x/accounts state when checking for account existence. (ref feat(auth): support accounts from auth #21688)
• feat(accounts): re-introduce bundler #21562

Authz alternative

• Add simple authz style accounts
• Authorized execution from sender (authorize the account to execute an action on behalf of the invoker, eg: coin send)

Fee grant

• Look into how to make feegrant work with accounts
