UI updates

Per conversation with @johnarban, we will:

• Add an intro icon that opens up a user guide now that the DS is getting more complex (John)
• Start with the Total Eclipse 2024 DS user guide as a template for styling/functionality(John)
• Edit user guide content to reflect TEMPO-lite features (Pat)
• Add a share icon (as from eclipse DS) to right of location search bar that lets user copy url with lat/long/zoom/time (John)
• Change "recent changes" button to say "What's new!" (John)
• Let "what's new" button persist for ~2 weeks after each announced change. (John)
• Add "what's new" content to intro slideshow (Pat)
• Along bottom of info box, add links to pop up "change log", "data processing & availability" (John)

@johnarban, if you haven't gotten too far along in the above updates, I'm meeting with @heywooddogwood and we are discussing options for laying out the new proposed content. We are thinking:

• Instead of multiple text links at bottom of blue info box (which users would have to scroll way down for on small screens), put those links in a menu dropdown link at top of page.
• We were concerned that putting the share link on top of the map next to the location search box would make it hard to see depending on what's happening with the TEMPO NO2 values, so we are proposing putting it at the top with the menu link.
• Make new splash screen (Harry)
• Instead of having "What's new" button in top right, put "What's new" content into new splash screen.
