How to use phone/email registration optionally

I would like to provide users the option to authenticate either by email or phone.

If phone number is provided, then email is not required and all OTPs for verification at login and password-update are used. If only email is provided, then phone should not be required and no verification OTPs should be used.

Is this achievable through configuration alone?
