Missing data: Valley Metro

GTFS transit data for Valley Metro is available at: http://www.valleymetro.org/developers

Technically we're not missing Valley Metro -- they're missing us. I applied
for an account and haven't heard back from them. Demory is also applying.

If we don't get a response we should right a blog post about why Phoenix is
missing from the db. We're not fans of auth-walled data sets for this exact
reason. They opened up their data but no one can get it!
