[Windows] Detect and update the cgroups-v2 for wsl by default as part of installation

I am working on microshift in container usecase and looks like it will not work if the underline container host not using cgroups-v2. https://github.com/spurin/wsl-cgroupsv2 have all the steps how it can be enabled using .wslconfig file.

Describe the solution you'd like

It would be better if podman desktop detect if there is already wsl environment then does it using cgroups-v1 or v2 and update to v2. If there is no wsl environment then directly update the config to use cgroups-v2.

• Kernel command line parameter kernelCommandLine=systemd.unified_cgroup_hierarchy=1 results in creation of cgroup V1 and V2 hierarchy. It is prohibited now,  microsoft/WSL#6662
