Add Peer Pods to Docs

The new getting started guide makes some references to peer pods, but it doesn't really explain how to install it. I think we should add these steps alongside the existing ones. In theory we can do this by populating the cloud prereqs section with info about setting up the cloud, add a section somewhere about installing the CAA, and then add a new tab to the operator installation with the peer-pods overlay.

It will be a little tricky to get all the info in the right place, but I think it should be doable, and I think it's important to get the whole project into the same perspective. We can add some notes along the way to help people not get lost.
