Feature description

This issue is for tracking work on a bulk delete function for old builds.

Value and/or benefit

Currently, deployments accumulate old builds, which includes every package the user installed in every version of each environment (even though only one build is active for a given environment at a time). This fills up the disk quickly, especially in deployments with many users. Since we can keep old lockfiles, there's no need to keep all the environment anyway.
