Default time picker to convention start.

Time picker defaults to convention start if the convention has a start date set up - if not, it defaults to current time, which kinds of makes sense.

We should still replace it to a more useful picker - at least the time picker part, as the minutes dial is really annoying, as well as the AM/PM selector. but this is low priority
