[dev env - creating user] polis_err_reg_need_tos error

Expected behavior:

• after setting up the development environment, I should be able to go to http://localhost:80/createuser and create a user.

Actual behavior:

• getting a polis_err_reg_need_tos error.

To Reproduce:

• follow the steps in "quick start" section of the readme file.

Screenshots:

Device information:

• intel macbook with the macOS sonoma 14.5.
• ran on the arc, chromium and safari browsers.

Additional context:

• looking at the sent request, the gatekeeperTosPrivacy parameter is set to true.
