chats_api document doesn't have all rate limits (maybe) #510

Problem

Our chat api guide only lists the read endpoint rate limit (2 seconds)

Are there any others for send? etc. Is it per user or account?

The sending ratelimits are all the same as in-game; that is to say, 5 per 20 seconds, per user
