Menu Bar Doesn't Work on Small Screens

Using a mobile device, if the number of object types causes the New Object menu to flow off screen, some of the object types are no longer usable.

This is compounded by the hierarchy not working on touch devices. The hierarchy appears to rely on a hover state, which when tapped on a mobile device causes the menu to collapse.

This bug affects the dev/php8 and master branches.

Workaround:

1. Use any available object type.
2. Save the new object.
3. Change the object type.

The change menu works better than the new menu.
