specify config.json

I am getting a Exception: Config file not found: ./config.json when initializing a DiskVectorIndex and the default path to download config.json from huggingface isn't valid either. The closest match I found was https://huggingface.co/datasets/Cohere/trec-rag-2024-index/blob/main/config.json, which could use some explanation of the parameters.
