libp2p-dht message encoding is specified in https://github.com/libp2p/specs/tree/master/kad-dht#rpc-messages

Adhering to this probably means we have to merge layers 2 and 3, moving Add/GetProviders from on-top-of Talk to the same level as findNode and Talk.
