ALPR_adapter.py: Error: Can not import paddle core while this file exists

Just installed on Windows x64, but ALPR not starting - see log in attachment.

Under Docker on Windows - another symptoms, same result: not working.

Looks both packages, for Windows & Docker, are damaged/broken or wrongly assembled or something else.
