How to interact with Computer via an android application?

Hello everyone and thanks for the help.

I need to develop a simple Android application, it must contain 2 buttons, a Play button and another Stop button.

What I need is that when I press the Play button from my cell phone, it runs a video that is on the computer, that is, it works as "remote control" and I must also stop the video on the computer, pressing the Stop button from my cell phone. I don't know if there is any framework, plugin or something that allows me to do this.

I must clarify that the application will be developed from Android Studio.

Any help, or any guide you can give me, would help me a lot since I'm lost and I have no idea how to develop it. Thank you

So basically u wanna stream a video on your phone that is on ur pc. basically, u wanna be able to start-stop a video that's on ur pc via ur phone?
