My thoughts:

Before end of 2016
Date will heavily depend on venue availability
Let's prioritize - determine general parameters of event and start shopping for sponsors/venue; that'll help decide a date for us. As long as we have at least 6 weeks to plan we should be OK, but 2-3 months would be better.
