Instead of "City Council" and "Board of Supervisors" we want to change the navigation and major structure of the site and URLs to be "city" and "county" for a few reasons:
It also might be easier for folks who are less familiar with various government structures to know where to look for information
We also want to include a paragraph or two on each area's page to describe the location, how many elected officials are in the area, and link to any sort of official org charts.

I think this might be as simple as an nav menu with expanding subsections, following a form like this (probably with the board/council collapsed by default, unless it fits in and is visually easier to parse, as opposed to a confusing amount of lines to find who you need)
