[Users and permissions] To create user type Tech Admin with restricted capabilities

Due to the sensitive nature of the personal data collected by the system, the need for a Tech Admin type of user was identified. This type of user should have access to everything (similar to Admin) so they can manage the team, except for the beneficiaries section (which includes sensitive data). Dashboard info TBD
