Currently the lookout marks a issue as low quality if

1. Low quality
2. They think it's a wrong issue
3. Out of scope
4. Invalid

My point is lookout should not determine if an issue is wrong or right. That power is on the judge. Lookouts job is to clear spam , not make judgements on whether they think the issue is wrong.

2nd point should be removed from their powers .

Because it creates a preconceived notion in judge's mind that issue is bad.
And sponsor is also not able to view it.

The judge has the final say as this is his/her court.

The low-quality term is a bit confusing here and will be changed with a more constructive tag soon.
The idea of tagging issues with 4 points as above;
Suppose a contest received 1000 issues.

The Lookout tags the OOS and spam issues and makes a collection of duplicates under the primary.
The number of issues that the Sponsors need to review drops to 600.
Now the Sponsor has to spare their time to determine whether these 600 issues are right or wrong. It's 10 hours straight if you spare 1 minute per issue.

But with this approach;
The Sponsor receives mostly 80-90 issues. Passes the repo to the Judge.
The Judge checks all issues including the spam and the OOS ones.
Even if an issue is marked as LQ reason being invalid by the Lookout, and it turns out to be valid, the judge removes the tag and rewards the issue by also consulting the Sponsors.
As a Lookout, I've seen many mistakes of mine which I tagged as LQ or OOS but all were corrected by the Judges. You can even see those in the C4 reports as my comments.

TL:DR;
The Judges have the last verdict, and users who have the backstage role can escalate their views anyway during post-QA.
