Load test this

Let's have this load tested with CPU workers. Could do it like so:

• Min 1
• Max 5
• Run 5 submissions that take a few minutes, see what happens
• Run 20 submissions that take a few minutes, see what happens
• Run 100 subs, you get the idea, and spin up quite a few times to see if it breaks along the way

If all goes well it should spin up a couple or all workers, then spin them down to 1 when not needed.
