Firewall configuration not accessible when using sd-networkd #21660

Explain what happens

  1. Configure the machine to use systemd-networkd instead of NM
  2. Ensure that firewalld is enabled and active
  3. Open the "Networking" page in cockpit

At this point I expect to be able to configure firewall zones etc. I understand that other networking settings might not be available as they want to talk to NM but talking to firewalld should be unfazed by that.

The networking page depends on networkmanager as a hard dependency in packaging and in the manifest (it expects /usr/share/dbus-1/system.d/org.freedesktop.NetworkManager.conf). This could be de-coupled but isn't planned at the moment
