This will allow MICAS to be run in a pipeline fashion.

@syncrotron I was going to create a YAML and functionality to feed it into our front-end to save user's time in writing out the information about the database, alerts, etc. However, I saw your updates on config_page branch and it seems to be very sophisticated than what I had in plan. The only thing that I have in mind which would be helpful is to create an accompanying shell script that would generate the config.json file as a secondary non-UI method. We should push the config_page code to master! Can you create a PR?
