Generate camera specific database at container runtime

Having to generate all camera specific databases is a burden for supporting new devices out-of-shelf. Since we can automatically get the camera XML by aravis CLI and convert it to a .db through ADGenICam python3 script, this step can be done right before getting the IOC up and running. Installing the database in the IOC db folder does not require recompiling anything.
